By drawing on the experiences of state officials and civilians in Veracruz, this report examines how corruption and criminal complicity continue to undermine the legitimacy of Mexican governance. After providing a comprehensive analysis of organized crime in the city during the past couple of years, the report then recommends ways to break Veracruz’s cycle of violence and restore public confidence in the state as a guarantor of basic order and rights.
