The two articles in this edition of the RAD look at 1) the roles policy experts play in shaping housing policy in Russia, and thereby highlight the degree of influence this caste has in the country; and 2) the informal methods trade unions use to influence Russian policy-making in effective ways. The issue also includes a set of statistics on labor protests in Russia.
