In this US Congressional testimony, CNAS’ Julianne Smith discusses the underlying complexities of the US-Russian bilateral relationship. According to Smith, Russia is using a wide range of military, cyber, intelligence, and economic tools to harm the US and exacerbate rifts on the European continent. At the same time, US-European retaliatory sanctions may have wounded the Russian economy, but they have not dissuaded Moscow from its aggressive actions. Smith therefore cautions that future engagement, although laudable in theory, could jeopardize the liberal order.
