This report examines 1) the attempts to integrate refugees in Turkey, to include the efforts’ social and political implications; 2) the intricacies of the EU-Turkey deal; and 3) the latter’s compatibility with the UN Refugee Convention. It must be said, however, that lurking behind these various considerations is a single overriding question, at least as far as Ankara is concerned: Are the efforts being performed on behalf of refugees compatible with the interests of host communities, political realities and Turkey’s stability?
