This paper discusses the 2009 Baltic Energy Market Interconnection Plan (BEMIP), with a particular focus on Lithuania. The text’s author argues that BEMIP is indeed part of Brussels’ plan to create an integrated Energy Union, and that it is both a good news and bad news story. The good news is that for the most part it has been a success in the Baltic region and has helped strengthen the image of the Energy Union. The bad news is that Lithuania remains heavily dependent on Russian gas and continues to have the highest degree of ‘energy poverty’ in the EU.
