Series

The European Council on Foreign Relations (ECFR) performs research and promotes informed debate across Europe on one overriding topic -- the development of a coherent, effective, and values-based European foreign policy. To fulfill this self-defined charter, the organization operates a pan-European Council, maintains a physical presence in the main EU member states, and pursues a targeted research and policy development program. This publication series includes papers on EU institutions and foreign relations, and on the European promotion of democracy and human rights.
