CSS Evening Talk: Do We Need a Cyber Grand Strategy?

Cyberspace is of increasing importance to security policy. Do we thus need a "Grand Strategy" to deal with challenges in this field? This question was debated by speakers Alexander Klimburg of The Hague Centre for Strategic Studies, and Myriam Dunn Cavelty of the CSS, at the CSS Evening Talk on 9 June 2016. They both agreed that so far no state has fully developed such a "Grand Strategy", let alone implemented it. Even if an all-encompassing strategy may not necessarily be desirable, it is still appropriate to adjust concepts about cyberspace to the fundamental values of societies and their respective foreign policies.
