The report at hand, organized in four parts, first focuses on cybersecurity definitions and threat perceptions – i.e. which threats the strategies identify and what is threatened according to these documents. The second part looks at the proposed responses. In general, the strategies focus on four measures: public-private collaboration for incident response and prevention; public awareness-raising; institutional responses (creation of agencies responsible for cybersecurity); and international cooperation. In the third part, this report discusses the findings with a special focus on the implications for Switzerland. Finally, an annotated bibliography gives an overview of the major recent and relevant documents and articles on cybersecurity.
