Energy Security

Energy security is rapidly moving up the international agenda. The CSS is deeply involved in examining how natural resources affect levels of international conflict and cooperation. Research has focused on the role of producers, consumers, and the various interactions among them. In contrast to many of the alarmist writings predicting more conflict as the availability of resources shrinks, this research looks more carefully at defining the causal mechanisms linking energy to conflict and emphasizes the large number of ways to promote international cooperation through effective energy policies. Ongoing projects examine the development of new frameworks for producer-consumer relations, the role of Russia in European and global energy security, and the reasons why some states are able to resolve undefined borders in resource-rich areas while others are not.
