Risk and Resilience



Resilience is commonly understood as the ability of various types of systems – infrastructures, government entities, businesses, and society – to absorb a sudden shock or physical stress and recover quickly after the experience. The current rise of this concept in the security domain indicates a shift away from an exclusive focus on actor-induced threats towards the integration of a more diverse set of risks, with considerable impact on how security management is conceptualized. The CSS approaches the concept and phenomenon of risk and resilience in different domains (critical infrastructure protection (CIP), risk management, and governance) and on different levels of analysis (community, state, and international levels).
