The OSCE is battling against a loss of relevance. It has been weakened by differences among its member states, competition from other security organizations, the consensus rule, and a lack of visibility. These challenges are the other side of the coin of the OCSE's comparative advantages: its broad membership base and its comprehensive concept of security. While a trend reversal is currently not in the offing, the need for an organization such as the OSCE remains. It may be able to enhance its relevance once more.
