Neutral Switzerland’s foreign policy has received a modern face-lift: In the 21st century, an active and cooperative foreign policy flourished under Micheline Calmy-Rey and Didier Burkhalter. Switzerland’s values are firmly anchored within the West, but its independent foreign policy often finds niches for providing good offices to the international community. Civilian peacebuilding, including at the interface with development policy, is a key element of today’s Swiss “soft power”, cleverly using neutrality for fighting global challenges in multilateral frameworks.
