At Decembers EU Council meeting, EU leaders will decide on the course of the EUs security and defence policy for the coming years. The summit will provide an opportunity to give new impetus to a policy area that is in need of attention in the light of changes to Europes strategic environment at a time of dwindling defence budgets. Nevertheless, progress is likely to be modest, given the ongoing dominance of national prerogatives.
