The articles in this issue of “Perspectives on Terrorism” address the latest challenges posed by the so-called Islamic State (IS). More specifically, the analyses grapple with three broad sets of questions. 1) What if anything sets IS apart from other terrorist organizations and are there analogous groups that can be studied to improve counterterrorism analyses and policy making decisions? 2) What is the true measure of the threat that IS poses to global peace and security and how does it differ from other organizations and threats? Finally, 3) what motivates IS, how do others perceive the motives, and how can counterterrorism organizations best respond to these drivers?
