This paper highlights the shortcomings of current US cyberspace policymaking and what should be done in response. The problems include 1) the absence of a single US digital strategy; 2) the longstanding and increasing militarization of cyber policy-making; 3) basic misunderstandings about the dynamics of cyber conflict; and 4) overestimating the ability of the public-sector to solve cyber-related problems. To address these shortcomings, the US must build a strategy centered on three key ends – advancing prosperity; ensuring cyberspace and the Internet reflect US values; and providing ‘cautious’ tools to support traditional national security ends.
