This study examines how countries have employed 'grey zone' campaigns in the maritime domain, which are designed to achieve an advantage over opponents without recourse to conventional warfare. More specifically, it looks at 1) the way in which a variety of countries have employed grey zone campaigns and how the intended subjects of such coercion have responded, 2) the likely trends of such conflicts, and the general implications thereof for maritime states, 3) a range of policies to manage the challenge of grey zone aggression, and more.
