This report explores tensions in the Gaza strip between Israelis and Palestinians to assess a role for the US Congress. It provides a background to the violent outbreaks in 2008, the breakdown of the Israel-Hamas ceasefire, international responses and their implications for the 111th congress. The report concludes with a discussion of conflicting issues and means of attaining a truce, including the US' proposed a three-point ceasefire.
