This report provides a conceptual model as a means to frame homeland security intelligence (HSINT) in the US. The model includes geographic, structural/statutory and holistic approaches. The author argues that state, local, tribal and private sector officials play an important role in HSINT and a holistic model would be the most effective means to address national security. The report concludes with a discussion of a Homeland Security Intelligence Community (HSIC).
