This report explores fish and marine mammals as important natural resources and considers US federal laws and regulations to guide their management and the management of their habitat. The authors examine the management and regulation of commercial and sport fisheries, aquaculture and marine mammals. They evaluate current legislation and suggest possible standards to guide fishery and aquaculture development in offshore federal waters. The report debates concerns that additional effort should be taken to eliminate overfishing, amend fishery disaster assistance funding, and whether to encourage fishing vessel capacity reduction.
