This report explores the expansion of NATO, its implications for US security and the potential of US legislation to support its enlargement. The authors argue that although Albania, Croatia and Macedonia are small states with correspondingly small militaries which are being incorporated into NATO, they could play a political role in stabilizing Southeastern Europe. The report explores NATO expansion in 2008, its outcomes and the costs related to enlargement. It highlights the role of US policy and implications of including Georgia and Ukraine based on the potential reaction of Russia. The report concludes with policy considerations.
