This report explores US trade and investment policy for sub-Saharan Africa as the African Growth and Opportunity Act (AGOA) which provides technical assistance and trade capacity support to AGOA beneficiary countries. The report raises issues about expanding the number of AGOA beneficiary countries, diversifying AGOA exports away from primary commodities such as oil, and making trade capacity building more effective. It also explores means of strengthening the link between poverty reduction and trade in Africa.
