This report explores US policy under the Bush administration in 2008 toward providing food aid to North Korea. It documents Congress' role in providing food, in terms of food aid policy and UN assistance via the World Food Program (WFP). The authors examine US nuclear energy assistance to North Korea via Korean Peninsula Energy Development Organization (KEDO), oil shipments and de-nuclearization assistance. The report concludes with an overview of US development assistance options.
