This paper provides an analysis of the issues involved with security sector reform (SSR) in an African context. The author discusses the translation of the SSR principles into concrete programs that result in legitimate, professional and accountable security service providers. She points out that there is a gap between the normative agenda for SSR and systematic limitations in the organization and exercise of power in Africa.
