This book assesses proposals to limit the dissemination of uranium enrichment and spent fuel reprocessing technologies while allowing for an increase in global demand for nuclear energy. It reviews 12 proposals put forward by states, nuclear industry and international organizations, which suggest means of assuring nuclear fuel supplies and establishing international fuel cycle centers. It compares and evaluates the pros and cons of the various projected international mechanisms.
