This publication discusses how an effective media strategy can mitigate postwar tensions, creating peaceful channels through which differences can be resolved without resort to violence. Drawing on best practices from past and present postwar media development efforts, the paper presents a strategy that encompasses the three phases of an intervention: predeployment, deployment and exit. The authors argue that free media can serve as a powerful tool in societies emerging from conflict.
