This report deals with the crucial role that economic development and employment projects play in rebuilding societies after the cessation of conflict. It advances current research by providing an overview of the lessons learned about the processes needed to generate employment. Moreover, the report explores the US government strategy toward 'golden hour' job creation, the existing civilian and military tools, and how these tools can be better incorporated into larger transformation efforts. The report also notes the limitations of US civilian capacity in a nonpermissive environment.
