This brief argues that the development of rule of law specialists' skills within the United States' Civilian Response Corps (CRC) will provide policymakers with a foreign policy instrument vital to building peace and stability. It begins by outlining the composition and recruitment needs of the CRC before identifying suitable recruitment target groups. The authors then discuss the need to emphasize the elite nature of the CRC and the recruitment process itself.
