This brief provides recommendations for improving ministerial advising in the realm of security sector reform. It outlines suggestions for advisor capabilities and the need for improved advisor coordination. The author then addresses some common features of advising controversies, such as how to measure success, and supply- versus demand-driven advising. The paper concludes with some short recommendations for the future development of the role.
