Jun 2008

This publication discusses the issue of the Colombian Revolutionary Armed Forces (FARC), their hostages and possible directions in which this situation could progress. It argues that intensive high-level diplomatic engagement by the French and Venezuelan governments, as well as efforts by family members of the hostages, have contributed to a shift in the political climate. The author takes the releasing of hostages in early 2008 as evidence of this shift. The publication concludes with an assessment of the obstacles facing the implementation of a humanitarian accord.
