This publication discusses the impact of Bosnia-Herzegovina signing a Stabilization and Association Agreement (SAA) with the European Union. The authors argue that the SAA alone is no remedy for the structural problems dividing Bosnia. They outline some of the issues causing internal political division alongside limitations of the SAA and the need for an overhaul of Bosnia's constitutional structure. The publication concludes with policy recommendations and suggests key components for a successful constitutional process.
