This publication describes the value that the '4th D' - the domestic US interagency community - adds to reconstruction and stabilization (R&S) initiatives, and how it can be integrated into the larger US government community. The authors suggest unique relationships with the US private sector, reach-back support and the building of a long-term government-to-government relationship as benefits of the '4th D.' They also briefly highlight the opposition the '4th D' concept faces.
