This publication discusses civil war in Uganda and the problems arising from conflicts between justice and reconciliation efforts in the post-war context. The author provides on outline of the conflict, before assessing key issues affecting the justice framework of the peace agreement made in 2008, such as the role of the International Criminal Court (ICC). Following this, the publication examines differing ethnic views of the process and the viability of traditional reconciliation mechanisms. The paper concludes with recommendations for a Ugandan accountability mechanism in post-conflict reconciliation.
