This report discusses the issue of 'net neutrality' - the notion that owners of the networks that compose and provide access to the internet should not control how consumers lawfully use that network, not be able to discriminate against content provider access to that network. The issue is a key part of an ongoing US Congress debate on telecommunications reform. The report states that while Congress has not yet passed any legislation on the subject, the net neutrality issue has been narrowly addressed within the context of the American Recovery and Reinvestment Act of 2009.
