This report discusses how much emphasis to place on irregular warfare (IW) and counterterrorism (CT) activities in future US Navy budgets, and whether decisions reached by Department of Defense on this issue are appropriate. In addition, the author argues that the Navy's IW and CT activities pose some specific potential oversight issues for Congress.
