This paper describes the structure of US Congressional oversight of the intelligence community and outlines reforms to enhance accountability in the wake of the 2004 9/11 Commission report. It sets forth proposed characteristics for a unitary, joint committee on intelligence, weighs the pros and cons, and delineates alternative reforms to a joint committee.
