This report examines the role of the US intelligence community in countering terrorism after the attacks of 11 September 2001 and the challenges it is likely to face. It discusses the need for changes in the human intelligence collection effort, a closer relationship between intelligence and law enforcement agencies, and intelligence support to counterterrorist military operations.
