This brief examines Haiti's Constitution and presents the outcome of a panel on the matter, convened by the US Institute of Peace in 2007. It examines the roots of the Constitution, particularly in reaction to decades of dictatorship; the complexity and ambiguity of the constitution itself; and the challenges that current leaders face in ruling Haiti according to this constitutional framework. The brief concludes by examining the possibility of constitutional reform.
