This publication addresses Turkey's EU accession negotiations which started in October 2005. The author explains that these negotiations are going very slowly for many reasons, including the government's continued refusal to open its ports and airports to vessels and aircrafts from Greek Cypriot‐controlled Cyprus (an EU member since 2004). The paper argues that this issue will come up for review at the EU summit during the Swedish EU presidency and that the result of the negotiations might not be an EU entry but just an ill‐defined privileged partnership.
