This paper examines the Protection of Civilians (PoC) principle, its institutionalization in UN structures and its inclusion in mission planning. The authors argue that the ability of UN missions to protect civilians in peacekeeping operations will only become fully effective once the UN system manages to set in place institutional structures for learning on the basis on experience on the ground. Equally important, the authors state, is that cooperation on PoC happens on a case-to-case basis.
