These guidelines published by the Federal Foreign Office in June 2009 set out Germany's policy toward Africa. According to the document, Germany's Africa policy is both value and interest based. It builds on the principals of human rights, democracy, the rule of law and peaceful settlement of conflict. On the other hand, German interests as an export nation require a functional and secure world trade system, which in turn is based on peace, security and stability.
