This paper assesses Turkey's potential alignment with the EU acquis with regard to information society and media as part of the country's possible accession to the EU. This includes universal service, licensing and authorizations, spectrum policy, number portability, mobile termination, mobile virtual network operator licensing, taxation of e-communications services and available options to open up the fixed-line sector to competition. For each of those issues, the authors identify a number of regulatory options and provide an analysis of the strengths, weaknesses, opportunities and threats of the option at hand.
