This brief examines how to improve the Iraqi Ministry of Interior with a view to developing an effective police force in the country. The authors look at the Ministry of Interior's reform program and the role of local leadership. They discuss how to reduce corruption and human rights abuse while improving planning and budget execution. Finally, they consider the impact of improved security on the Iraqi police strategy.
