This paper examines the history and present state of South Asian public policy and policymaking. The author presents a detailed analysis of the specific problems faced by South Asian policymakers, as well as numerous opportunities for regional cooperation and growth. The author focuses on the burden of history as a stumbling block for development and progress in the region.
