This report deals with the political situation in Bosnia & Herzegovina, which the author argues has been rapidly deteriorating due to widespread political paralysis, continuing disagreements about details of constitutional revisions, rising ethnic tensions and even accusations of rearming. The author points out that the Office of the High Representative (OHR) is almost completely discredited in the eyes of most Bosnian citizens. He warns that a return to armed conflict is a possibility if the international community fails to support stabilization efforts in the country and provides incentives for the country to become a functional state.
