This paper examines the situation of refugees in Afghanistan and its neighboring countries. The author examines how the challenges posed by refugees and internal mobility can either contribute to Afghanistan's stabilization and that of its Iranian and Pakistani neighbors, or, if inadequately addressed, further fuel internal violence and regional instability.
