This paper explores primary education reform in India. It notes that in 2009 the government of India passed legislation guaranteeing children the right to free and compulsory elementary education. The author assesses the benefits and drawbacks of reform, and concludes that the reform in effect gave responsibility to the private sector. Although the government provides financial support by way of subsidies, reform relieved the government of its responsibility to provide educational services directly.
