This briefing discusses the ongoing existence in the Democratic Republic of the Congo of 8,000 to 10,000 Hutu rebels with links to the 1994 genocide in their home country, Rwanda. The authors urge the transitional government in Kinshasa, Rwanda, and the international community to solve the problem with the Forces Démocratiques de Libération du Rwanda (FDLR) one and for all - non-violently if possible, but by military force if necessary. Among the recommendations made are plans for demobilization and disarmament. Even though the FDLR is too weak to imperil Rwanda's government, the briefing reports a number of cross-border attacks for which the FDLR is held accountable.
