This briefing discusses the state of affairs in Swaziland with regard to the elaboration of a new constitution. The authors argue that more pressure of the international community is required to end absolutism and to introduce a constitutional monarchy based on important reforms, in order to prevent instability from infecting the country and the region. The paper reviews the development of the political situation, the evolution of the constitution, the role played by several international actors, and the need for a new constitution in allowing for democratic freedoms and a step towards resolving the humanitarian crisis.
