This paper argues that constitutional issues are at the crux of Nepal's military, political, and social crises. This report analyses how constitutional change might be achieved given Nepal's legal and political framework after the royal coup of February 2005. It reviews the origins of the 1990 constitution, the key actors' position, the substantive constitutional issues at stake, and the different options concerning the process leading to constitutional reform. While the report limits itself to the formal process of constitutional change, it points out the importance of the role played by civil society and the relationship between political and socio-economic structures.
