This report discusses the September 2005 elections for Afghanistan's National Assembly and Provincial Councils. The authors point out the importance of the elections as a critical opportunity to consolidate the country's fragile political transition and to achieve sustainable peace in a post-conflict nation. It analyzes the given election framework, the pre-election planning, the security challenges, and the post-election preparationism, and argues that forward planning are necessary to achieve clear roles and responsibilities for stable democratic institutions.
